ROLE

 

As part of the development of SICPA’s operations in Ecuador, the HR Manager will play a critical leadership role in leading and managing all human resources activities within the country, supporting an organization of approximately 400 employees. In this position, the HR Manager will implement, oversee, and continuously develop local HR policies, processes, and practices, ensuring full alignment with Ecuadorian labor legislation and SICPA Group standards. 
The role covers the entire employee lifecycle and combines strategic HR partnership with hands-on operational leadership, contributing to a compliant, engaged, high-performing, and sustainable local organization. 

The successful candidate combines strong operational HR expertise with strategic vision, sound business judgment, and the ability to operate effectively within an international, matrix-driven environment.

 

Key Responsibilities

 

1. HR Strategy & Governance

  • Implement, oversee, and continuously improve HR policies and procedures in compliance with Ecuadorian labor law and in alignment with SICPA Group standards.
  • Collaborate closely with Group HR to ensure consistency in global HR practices while adapting their implementation to local legal, market, and operational requirements.
  • Partner with local management to anticipate workforce needs and implement recruitment and workforce planning initiatives aligned with business objectives.
  • Define and manage the local HR budget, ensuring responsible and efficient use of resources.
  • Ensure fairness, transparency, and consistency in employee management and reward practices.
  • Implement and adapt compensation and benefits practices in line with local market conditions and Group guidelines to attract, retain, and motivate talent.
  • Ensure HR processes are fully aligned with quality standards, security requirements, health & safety regulations, and corporate governance principles.
  • Lead, manage, and develop the local HR team, ensuring effective delivery of HR services and fostering a collaborative, service-oriented approach.

2. Talent & Organizational Development

  • Partner with the leadership team on organizational design, workforce planning, and succession planning.
  • Drive talent management and development initiatives, identifying capability needs and supporting the development of critical skills within the organization.
  • Oversee employee training and development initiatives to strengthen capabilities and support long-term growth.
  • Drive performance management processes and promote a culture of performance, accountability, and continuous development.
  • Support employee engagement and retention initiatives, helping to foster a positive and sustainable working environment.
  • Monitor and analyze relevant HR metrics to support business and people decisions and continuous improvement.

 

3. Employee Relations & Compliance

  • Act as a trusted HR advisor to management and employees on employee relations, workplace matters, and the consistent application of HR policies and practices.
  • Manage employee relations matters and provide guidance on the interpretation and application of Ecuadorian labor legislation and HR best practices.
  • Manage sensitive and complex employee relations cases, ensuring appropriate documentation, consistency, and compliance.
  • Liaise with national institutions and authorities on HR-related matters, including social insurance, labor inspections, and relevant regulatory bodies.
  • Ensure compliance with Ecuadorian labor legislation throughout all stages of the employee lifecycle.
  • Oversee the efficient delivery of HR administration and employee services, from onboarding through offboarding, ensuring accuracy, timeliness, and compliance.
  • Ensure accurate HR data and records and effective use of HR systems, in line with Group requirements and applicable regulations.


PROFILE

 

  • Master’s degree in Human Resources, Management, Business Administration, or a related field.
  • 10–15 years of progressive HR experience, including significant experience leading an HR function or team, ideally within an international or matrix organization.
  • Proven experience managing and developing HR operations within a sizeable and operationally complex organization.
  • Strong expertise across key HR disciplines, including talent management, recruitment, employee relations, employee engagement, and compensation & benefits.
  • Solid and up-to-date knowledge of Ecuadorian labor law and HR regulatory requirements.
  • Experience working with HR information systems; familiarity with SuccessFactors is an advantage.
  • Fluent in English (C1 level) and Spanish.
  • Excellent interpersonal and communication skills, with the ability to build trusted relationships at all organizational levels.
  • Strong autonomy, sound judgment, and the ability to balance strategic priorities with day-to-day operational HR requirements.
  • Ability to operate effectively in a dynamic environment while delivering measurable outcomes.
  • Experience in a service-oriented, production, or project-driven environment is an asset.
